Tallinn Café’s
Tallinn is a city brimming with charming cafés, each offering a unique slice of the local culture and culinary delights, offering something for everyone. Whether you’re looking for a cozy spot to relax or a vibrant food court experience, some cafés are worth a visit. Before we go trough the Tallinn restaurants you need to try, here are a few café’s we tried that you might also enjoy.
Levier
Levier café can be found at the beautiful Rotermann quarter and at Rocca Al Mare shopping center. The decor at the Rotermann quarter is nice and cozy. The entrance to the cafe looks inviting and once you enter the café you get the filing like you are home or in a quite relaxing environment. They use plants and cozy decor.
Note that this is a small café in a prime location, so it is often quite full. If possible, try to secure a table before ordering. All the smaller tables were occupied during our visit, but we managed to get seats at a large table with at least 12 seats.
The menu is extensive, which made ordering a bit challenging on our first visit. We ended up choosing small pancakes, a rhubarb sparkling juice drink, deep-fried rice balls, and a raspberry macaron. While the food and drinks were mediocre, the raspberry macaron stood out. You can find better pancakes at Café Kooker.
Loco Rolls
Loco Rolls is located at Balti Jaama Turg (Balti Jaam market) and inside Viru Keskus (shopping mall). Both are perfect areas to visit, so why not stop by the café while you’re there? We visited the one inside Viru Keskus, which is part of a nice food court area where you can order from different places and eat together. This concept is especially good for outings with friends or family.
The service was friendly and ordering was easy. We had a fresh pancake with blueberry and quark filling, coffee, and kinder bueno ice cream rolls. The pancake and coffee were good, and the ice cream rolls were excellent. The food court area was quite empty during lunch time, but it was a weekend.
Pancake Café Kooker
There are three locations for this café in Tallinn. Café Kooker is located at Balti Jaama Turg (Balti Jaam market), in the middle of Tallinn’s old town (near the Tallinn’s Christmas Market) and in Kadriorg Park (a bit outside Tallinn city center). Here you get freshly made pancakes and they are great! Not a lot of topping choices, but they still taste great. You can choose from raspberry jam, condensed milk, and Nutella. Pick one or two toppings or go crazy and pick all three.
You can also choose the size of your pancakes. We opted for 25 pieces, which was perfect for a small dessert (other options are 15 pieces or 50 pieces). We chose raspberry jam and condensed milk as toppings. Condensed milk is sweet and syrupy. You can also add powdered sugar on top if you like. I will definitely visit Café Kooker again next time I’m in Tallinn. Check the price list and options at the end of this post.
Tallinn Restaurants

Located in a beautiful park outside Viru Keskus. This restaurant gives fun and relaxed italian vibes, while making it easy to look at the old town of Tallinn and the park where the restaurant is located. As you can see from the picture above, the restaurant features floor-to-ceiling windows, allowing you to enjoy the city’s ambiance while waiting for your food. We watched a squirrel roaming around the park and living his best life, which was quite entertaining.
Pomo is an Italian restaurant with a pleasant variety of options. We ordered two fresh orange juices, a pepperoni pizza, and a mushroom risotto. The food, view, and fresh orange juices were all great. Even the service was excellent, although the nearly empty restaurant might have contributed to that. The prices were reasonable.
F-Hoone
F-Hoone is located in the Telliskivi Creative City, a hub for arts and culture. This restaurant is housed in a charming old building with a large terrace area. We got a table by the window on an elevated platform, requiring waiters to climb up to serve guests, adding a distinctive touch to the dining experience. Although it is a unique feature, I felt sorry for the waiters who had to climb up and down constantly.
F-Hoone is a gathering place for locals and visitors alike, fostering a sense of community through good food and great company. The extensive menu ensures you’ll find something you want to eat and drink. The elderflower mocktail drinks we ordered were sweet and tasty. We also had pepperoni pizza and a noodle dish. The pepperoni pizza was the best I’ve had in Tallinn, and the noodle dish was quite large. We left completely full. This was one of the best Tallinn restaurants I’ve visited.
Friika Baar
Located at Balti Jaam Market (Balti Jaama Turg), Friika Baar is a hidden gem among Tallinn restaurants, offering a cozy and welcoming atmosphere. Known for its delicious comfort food, this restaurant is a favorite among locals. The laid-back vibe and friendly service make it a perfect spot to relax and enjoy a meal after exploring the bustling market. The market area has a similar food court system to Viru Keskus, allowing you to order from different vendors and find a free place to sit and eat.
Friika Baar’s menu is filled with mouth-watering comfort food that will leave you craving more. We ordered a set of bao buns with fried chicken and sauce. One set comes with two buns, which were soft and tasty. We also had some fries, which were crispy and seasoned with a touch of spices.
The warm and inviting ambiance of Friika Baar makes it an ideal place to unwind. Discover why Friika Baar is beloved by locals and visitors alike, especially at the vibrant Balti Jaam Market. I can definitely recommend this place to anyone visiting the market area.
